As I recall, J.C. Watts was also refused membership on the grounds that as a Republican he was not really Black. He used to joke about wondering who that guy was in the mirror when he shaved.

Breaking: Cohen Rejected from Black Caucus

Congressman Steve Cohen may be forced out of one campaign promise by the leadership of the Congressional Black Caucus. Cohen, whose district is majority black, had promised during the campaign season to join the Congressional Black Caucus when he got to Congress. Apparently, however, several Congressional Black Caucus leaders have made it clear that Cohen is not welcome in the Caucus because he is white. Cohen: "I think they're real happy I'm not going to join...It's their caucus and they do things their way. You don't force your way in. You need to be invited." Rep. William Lacy Clay: "Mr. Cohen asked for admission, and he got his answer. ... It's time to move on. It's an unwritten rule. It's understood. It's clear" Although the Caucus has no rules against whites joining, no non-black member has ever joined.
