Bredesen Wants DUI Law Changes

Bredesen Wants DUI Law Changes -- Gov. Bredesen says a change in the state's DUI laws tops his legislative wish list. Under Bredesen's bill, drivers would also immediately lose their licenses for refusing to take an intoxication test. Bredesen said that he chose what is called "administrative license revocation" from among several DUI proposals because it is considered by advocates to be among the most important things the state can do to combat drunken driving. Critics of the bill say that it makes the police officer who pulls commuters over on suspecion of drunken driving judge, jury and executioner.

State Looks at Lottery Reserves -- State lawmakers seem anxious to find a way to spend $400M in state lottery reserves. Rep. Les Winningham: "We started out so very conservative with expenditures ... The reserve has got to be used in some way, and we've just got to determine how." Some lawmarks have put in pet projects, while others have suggested the money should go first to scholarships. Gov. Bredesen's proposal would lower the GPA requirement to retain the lottery scholarship.

Ham Dems Complain About Election Day -- Some Democratic Party officials are complaining about the way the Election ran on February 5 in Hamilton Co. John Bailes, chairman of the Hamilton Co. Democratic Party, said his office had received numerous calls on Super Tuesday from voters who could not get through to the Election Commission. Bailes has called on the Election Commission to have more phone lines and employees to be trained in civility.

Knox Co. Law Director Annoyed By Moncier -- Knox Co. Law Director John Owings says he is annoyed by the continual interference in the appointment process by Knoxville attorney Herb Moncier. Owings says Moncier is deliberately interfering in the appointment of 12 officers by the County Commission to fill vacant slots in County government - appointments that are set to take place tomorrow. Moncier has filed a legal application to remove two County Commissioners on the grounds they lied under oath in the infamous Open Meetings lawsuit - an action that would delay the appointment process, because it would eliminate the quorum needed to conduct business.
